From natural disasters and public health crises to cybersecurity threats and economic disruption, the shocks facing governments today are more frequent, complex, and interconnected than ever before. For state governments and other public agencies, resilience isn’t just a buzzword—it’s a necessity.

This workshop draws on insights from the IBM Center for The Business of Government, working in collaboration with the National Academy of Public Administration and IBM Institute for Business Value via the "Future Shocks " initiative, to explore how public institutions can anticipate, absorb, and adapt to future shocks. Through real-world case studies and practical frameworks, we’ll lead an interactive discussion to examine what it means to build a “future-ready” government—one equipped with the foresight, agility, and coordination to navigate uncertainty and protect public well-being.
