Governance With Workers: Building Joint Frameworks

Trust-building conversations are a starting point — but lasting change requires structure. This workshop looks at how public agencies and their unions have moved beyond one-off conversations to build joint governance frameworks that give workers a real, ongoing role in shaping AI policy. Drawing on real examples, speakers will discuss what it takes to design governance structures, including policies, standards, and guardrails, where power over AI decisions is genuinely shared between management and labor.

By the end of this workshop, participants will be able to:

  • Understand what joint governance structures for workplace AI can look like in practice.

  • Identify the legal and contractual mechanisms unions and agencies have used to formalize worker input on AI policy.

  • Apply lessons from cities that have negotiated worker protections into their AI policies to their own agency's governance planning.
