This introductory session provides a practical overview of how state and local governments can move beyond compliance-oriented reporting toward more adaptive and learning-oriented approaches to program management. Participants will explore how program evaluation, performance management, continuous improvement, adaptive management, and organizational learning fit together to support more effective public-sector decision-making.

The session also introduces practical uses of AI tools to help agencies organize information, identify patterns, summarize findings, support reporting, and improve organizational learning while maintaining transparency and ethical safeguards.
